The Ministry of Transport (MOT) has just received a petition from Hai Phong City voters on accelerating the construction progress of the remaining wharves of Hai Phong international gateway port and information that the wharfs from wharf No. 3-8 will be put into operation from 2024-2027.

It is expected that 8 ports at Lach Huyen will accommodate 6 million Teu of goods throughput


The Ministry of Transport said that Decision No. 1579/2021 of the Prime Minister approving the Master Plan for developing Vietnam's seaport system in the period 2021-2030, with a vision to 2050, Lach Huyen port area has Gateway function combined with international transshipment, with container terminals for ships from 6,000 - 18,000 Teu, general and bulk cargo terminals for ships up to 100,000 tons, liquid/gas terminals for ships up to 150,000 tons; Passenger berth for ships up to 225,000 GT.

According to the detailed adjustment planning of Lach Huyen port area in the detailed planning of Seaport Group No. 1 for the period to 2020, with an orientation to 20301, container ports in Lach Huyen port area (Hai Phong seaport) are The planning period up to 2025 has 6 wharves with a total length of 2,250-2,400 m, meeting the throughput of 2.2-2.7 million Teu. By 2030 (including the period until 2025), there will be 10-12 berths with a total length of 3,750-5,100 m, meeting the throughput of 5.5-6.1 million Teu.

Leaders of the Ministry of Transport informed that the container port area at Lach Huyen is being exploited and invested in building 8 berths.

Specifically, since 2018, wharfs No. 1 and No. 2 have been exploited with a total length of 750m, throughput capacity reaching about 1.5 million Teu/year; Currently constructing 4 wharves No. 3, No. 4, No. 5, No. 6 with a total length of 1,650m, throughput capacity of about 3 million Teu/year.

At the same time, construction procedures for wharf No. 7 and No. 8 are underway with a total length of 900m, throughput capacity of about 1.5 million Teu/year.

"The ports from wharfs 3-8 will be put into operation from 2024-2027. Thus, the Lach Huyen container port area by 2027 will have 8 wharves (from wharfs 1-8) with a total length 3,300 m and a container throughput capacity of 6 million Teu was invested and put into operation in accordance with the approved planning roadmap, ensuring the capacity to meet current and future cargo throughput needs at region", the Ministry of Transport emphasized.

Currently, the Ministry of Transport has submitted to the Prime Minister for consideration and approval to adjust the Master Plan for development of Vietnam's seaport system for the period 2021-2030, with a vision to 2030.

After adjusting the seaport system planning is approved, the Ministry of Transport will continue to submit to the Prime Minister for approval the detailed planning of seaport groups and approval of the detailed planning of land and water areas of Hai Phong seaport. period 2021-2030, vision to 2050 (including Lach Huyen wharf area).

The investment roadmap for the next terminals in the Lach Huyen container terminal will continue to be researched and specifically planned in the detailed planning of land and water areas to maximize the efficiency of investment and exploitation of the seaport.

Upgrading and renovating traffic infrastructure systems


Regarding the need to have mechanisms and policies to support the development of logistics centers in Hai Phong city (including Cat Hai island area) and support domestic enterprises to invest and provide services. logistics to be able to compete with foreign service businesses, the Ministry of Transport expressed its agreement with the proposal.

In recent times, the Ministry of Transport has focused on implementing investment projects, upgrading, renovating and expanding the transport infrastructure system to ensure convenient connection between regions and consumption areas. and traffic hub, contributing to the country's socio-economic development.

To date, the expressway network has initially been formed with a total length of 1,900 km and is continuing to be constructed, contributing to enhancing transport capacity on important economic corridors.

The national highway system has been invested in according to planning. The railway infrastructure system is invested in upgrading and renovating. Inland waterways have been renovated, 17 transport routes have been put into operation, and investments have been made in raising bridge clearance on important water transport routes.

Regarding airports, the airport system has renovated and put into operation 22 ports, basically meeting passenger needs. In addition, 296 seaports have been invested and put into operation, especially those in the Lach Huyen port area (Hai Phong seaport).

The navigation channel into Lach Huyen wharf area is also focused on investment and development, along with other navigation channels invested in synchronization with seaports, basically meeting the capacity of transport and export of imported and exported goods. of the whole country.

For maritime logistics activities, the Ministry of Transport has approved the Project to develop Vietnam's maritime transport fleet and issued Circular No. 39/2023 on the price framework for pilotage services, usage services, bridges, wharfs, mooring buoys, container loading and unloading and towing at Vietnamese seaports, contributing to promoting logistics development and improving the competitiveness of businesses.

Regarding the task of organizing and implementing planning and developing logistics centers across the country, the Prime Minister has assigned the Ministry of Industry and Trade to preside.

Therefore, the Ministry of Transport respectfully requests the voters of Hai Phong city to petition the Ministry of Industry and Trade for guidance and resolution. The Ministry of Transport will closely coordinate and promptly handle issues related to the transportation sector.
